Westport Officers responded to a Saugatuck Avenue residence on a report of a disturbance in progress. When officers arrived, they located Luis Ortiz, 37, exiting the residence, police said.

Police determined that an argument between Ortiz and an unidentified victim escalated into a physical altercation. The victim told police that Ortiz punched her, pushed her and then placed his hands around her neck, police said.

After officers took Ortiz into custody, they located 29 individual pieces of crack cocaine and 8 folds of heroin in Ortiz’s possession, police said.

Ortiz was charged with third-degree assault, third-degree strangulation, sale of a narcotic and possession of narcotics, police said.

Ortiz was held on a $10,000 bond and arraigned in Norwalk Court on July 5, police said.
